HP Velotechnik 16" front suspension fork
 
I have a brand new one that is so stiff it will not telescope in and out (up and down). Anyone have any experience with these? HP won't answer my email--not even in German.

I do own a streetmachine. Depending on the model you may have the ability to tune the springrate, are there two dials on the crown of the fork one over each stanchion leg? if so you should be able to turn them counter clockwise and loosen up the spring.

Thank you, Severian, for trying to assist me. I now see that I needed to submit more descriptive details of my suspension fork issue.

This is a "head shock" where a single stack of springs is located directly above the fork crown--not in stanchion tubes.

As of today, after receiving very careful and informed advice from Scott with Hostel Shoppe, it now appears that I am well on the way to not only fixing the problem but also making this HP sus. fork function better than a "stock" one would.
