If you mean handlebar tape residue, goo-gone works quite well.

tape glue. on not in, but I suspect, depending on the tape job, there might be some in, as well

Kerosene will remove it. Acetrone will dry up and detackify the goo and let you peel it off

Motsenboker's "Lift Off"; sold at Ace & many others stores. A few formulas, one or two are glue/sticker rem. specific. All their products are effective, to some extent versitale dep. on task/formula and enviornmentally hazard free. The fellows' ideas work too; acetone & naptha.. these dudes are old like me ! I'll allow it.

Most of the time, you can just wrap the tape over the glue and no one will be the wiser.

I find contact cement solvent or thinner works better than anything else for removing sticky glue residues.

The best way is to use new handlebars. Otherwise Goo-Gone works well as do other solvents.

WD40 will get it off, but it will also leave a residue which will stop the new tape from sticking, so you'll have to get the residue off with some kind of degreaser after you use the WD40

For real though, I use a solvent called Pensolv from West Penetone. Best stuff I've ever found: cleans parts, degreases, degoos, etc and I've never seen it attack any surface from styrofoam to paint jobs. Kinda expensive, but I buy it in 5 gallon buckets for cheaper and use a refillable compressed air solvent sprayer.
