Bullmoose handlebar/stem combo replacment
Hello,
I purchased an old Scott, steel framed MTB a while bike in hopes of turning it into a bike for bike polo. The bike was in really bad shape, but I only paid $20 for it. I then stripped the frame of its drivetrain and replaced it with a new bb,a shimano LX crank with a single chainring and a new SS rear wheel. I will replace the front wheel soon as well.. But for now I am having enough issues with the stem/handlebars. They are old Bullmoose handlebars which have rusted quite a lot. They are really uncomfortable to me and stick out a bit too far as well, so I would like to replace them with a short quill stem and riser bars. My problem is this, a 1" quill stem doesn't seem to fit in the fork. Is this normal? Is it some sort of weird size? What are my options? Must/can I get a new fork/headset/stem? Or what about cutting off the triangle and handbar portion of the handlebars, getting a 1"-1 1/8" threadless stem and shim and going threadless?
Thanks. Any ideas are welcome.

It might be the BMX size, 7/8 " (22.2). Does the old bar have a size written on it ? This is usally on the stem where it fits into the fork. Your stem shim idea could work. But an old BMX stem and handbar would be better.

I have no idea what size it is, as it doesn't say, but I do know that is smaller than 1" for the 1" quill stem off my old road bike appears to be too big for the tight hole (even with ample lube applied).
