Probably not, unless he stumbled on to an earlier post where I described the same process.

However, the method is a variant of standard practice for all sorts of equipment. For example, pressure vessels, like compressed air and gas tanks must undergo a periodic hydrostatic (full of water) test at pressures much higher than their service rating. The test pressure safety margin is calculated based on the rates that tanks weaken over time or use, so by the end of the test period, the tank should still test well above it's working pressure.

Likewise, if I know from stressing it that far that a rim can handle 125psi, then I can be pretty sure (stuff happens) that it can handle 100psi for at least another day.
