Brake drag

My wifes mountain bike has a little brake drag only when pedaling hard. I have taken it appart, put it back together and adjusted it. No noise when its disconnected so it must be the brake. Why only noise under hard pedaling?

frame/wheel flex, wheel untrue, pad distance to rim

wheels lazer straight. Pads way out still makes noise. Maybe its due to me being 200+ lbs on a 13in bike?

Broken frame.

Or it's not the brake pad.
