Identifying headset - ISO or JIS?

I have an old 80s Japanese steel frame. Its an early 80s Novara (from REI).

The headset is severely brinelled. Its a 1" threaded.

How do I identify if its a JIS or an ISO headset? The lock ring is a funny one with three notches, and the adjustable race has no wrench flats. Does this help at all?

Remove the crown race and measure the diameter of the crown race seat. 26.4mm=ISO, 27mm=JIS
From your description of the bike, I'd bet on JIS.

You could also check the underside of the crown race. The one on my old '80s MTB was stamped "27.0" (JIS). Of course, if it's not marked, you need to measure.
