threaded headsets with slotted nuts

I have several older bikes with 3-slot slotted nuts between the locknut and adjustable race in the headset. all of the diagrams of modern threaded headsets I have found don't seem to show this particular part, so I'm not sure what purpose it serves, but I figure it doesn't hurt to put things back together the same way I found them. the trouble is my HCW-5 won't fit these.

is there a proper (and inexpensive) tool for removing/installing these that will fit 33mm and 35mm ones? I have found adjustable hook spanners for sale but they are rather pricey, and I'm just looking for something simple that will work on the bikes I have.

I removed the one above using adjustable pliers, only somewhat damaging it.

I think it's the top race lockring that maintains the adjustment of the bearing races. I've used a channel lock adjustable wrench to tighten these. You'll do some minor cosmetic damage, but nothing serious. It is also needed as a spacer so the top nut doesn't bottom out on the top of the fork steerer tube.
