Oh, sure. The inner tube will happily expand to fit whatever size the tire allows...

Not a problem at all. Tubes stretch and this is not much of a stretch. Your tube will be about 25% thinner.

NO, NO, NO. Tubes only "pop" (blow out) if allowed to escape from the tire. The tube itself is never the cause of a blowout. Blowouts are caused by poor installation (tube sitting under the tire bead), tire damage/defects or in very rare cases severe overinflation.

p.s. You don't need the apostrophe in tube's and we tend to call it biking here.

If you inflate a tube outside the tire it'll be like a balloon and expand 3-4 or more times it's rated size before it bursts. It's the tire that determines the size, and keeps it from blowing out.

When selecting tubes the diameter, ie 24", 26" 700c, is most important because that determines whether it'll fit into the tire evenly, but the width is almost meaningless. The only suggestion is that it's better to go smaller and let it expand, than to try to stuff too large a tube into a narrow tire.

BTW- in an emergency, I've used 700x28c tubes in mountain bike tires without any ill effects.
