New RD, chain does not go onto outer cog

I've installed my new Tiagra RD tonight and what I noticed is that, even though the outer limit screw is adjusted for the RD to go as far outside as possible, the chain does not go onto the outer cog.

Even without cable tension on it the chain does not go onto the outer cog.

Any clues?

We need more info.

Why did you get a new derailleur? Did you have a crash?
Are the derailleur pulleys directly below the cog, with the pulleys vertical when you sight from the back of the bike toward the chainwheels?

Sounds like a bent hanger.
There is a very specific tool to fix this. A good bike shop will have one.
Do not grab it with a wrench and try to fix it.

Earlier this year I had a crash, which scuffed the derailleur. I was still able to shift, but the chain started flipping from one cog to another on the cassette while applying pressure.
As my dropout was broken during the crash, I replaced that with a brand new one, ruling out a disformed or bent dropout.
I wanted a new derailleur anyway, to at least make it look a bit better again, and hopefully fix the flipping chain.

When I mounted the derailleur it was immediately misaligned with the outer cog.
I did set it up to align it with the inner cog, which was no problem.

In my previous thread I was accidentally mistaking my hanger for my dropout and never noticed my mistake.

I'm calling the LBS for an appointment, hopefully I can swing by this Friday morning.
