Can you re-space and re-dish a wheel with a hub like this?

I have a wheel with a hub just like this one except that one side is threaded for a freewheel.

I recently converted one of my fixed gear bikes back into a road bike and I'd like to have an extra wheel. Can I take a hub like this and re-space it so it can use a 7 speed freewheel.

Note that it has cartridge bearings.

Hubs meant for the shorter stack of SS freewheels usually have the flanges wider apart than hubs meant for multi-speed freewheels. I'm not even certain that you can get a 7-speed freewheel on there and still stay with in your available dropout width.
And if you can get the freewheel "inside", the redishing might leave you with extremely loose NDS spokes. You'll have to take a few measurements to see how things would line up.

It cannot.

That is a dimension hub. The axles are shouldered, you cannot respace them, what you see in that picture is what you get. Also you cannot get a longer axle for that (that'll be your next question).
