stem fit help
So I think I finally found the stem I want/need. But given that it's a metric measurement...Will a stem sized for a 28.6mm steerer tube fit a 1 and 1/8" steerer tube? I did the measurement conversion. 28.6= 1.12598 inches, slightly larger than 1 and 1/8, which is 1.125. So...will it fit?

No, wait. Totally different, no relationship whatsoever...especially when used on seatposts (nice one). FWIW 1-1/8" is the original standard, the metric version just a conversion....like 1" being 25.4mm, 1-1/4" being 31.8mm, etc....

Wonder if you're talking about a stokers stem setup for a tandem,
on the front seat post, or a hand grip stem for the passenger
seated on the back of an xtracycle/big dummy?
Stems grip around OD of a 9/8" tube or a 1", if they're threadless ,,,
threaded headset stems go inside,
so they are sized like the ID of the tube, 1" and 7/8"
Metric equivalents are same sizes just described differently.

OP- As far as steerer tube and stem diameters are concerned, 28.6mm and 1 1/8" are exactly the same (even if that's not 100% true mathematically). Edit: I'm assuming a threadless setup. On a threaded setup, the steerer would be 1 1/8" (28.6mm), but the quill of the stem would be 1" (25.4mm) as fietsbob mentioned.
