missing piece on Wheelset

I think I'm missing something. Not the nuts, nor the bike. It's what holds the wheel in place on the bike, not sure what it's called.

is that a three speed? does it need a coaster brakearm? I believe you are making some kind of dust cover or something

you need a coaster brake arm, washer ,nut. clamp with it bolt and nut ,and another nut to bolt it to the bike.
