Why isn't my back tire spinning freely?

I noticed a rubbing sound comming from my back tire. So, I flipped over my bike last night and spun the the tire. I noticed that it was sticking at one particular point everytime which basically stopped the tire. I thought it was the brake but figured if that was the case it would happen all the time. Any suggestion on what the problem could be?

You didn't listen and study the situation well enough. From your description almost certainly what has happened is that your wheel is running out of true. Then when the worst part of the wobble passes through the brakes it rubs on one of the pads and halts the wheel. Check it again but this time be a bit more observant.... sorry make that a LOT more observant.

Could be a buldge in the tire.

Could also be the tire rubbing on the chain stay.

You mean the back wheel--the tire shouldn't be spinning at all. Spin the wheel slowly in the frame, holding it in one spot as you do so, and see what part of the frame or brakes the wheel is hitting when it stops. Once you've found that spot, spin the wheel again, but just look at that spot, and see if you notice if the wheel is wobbling when it touches there. You can stick a piece of tape or mark the wheel rim w/ a Sharpie at this point, then take it into a bike shop and tell the mechanic there the wheel is out of true.

Dammit. You beat me to it. I was going to suggest mounting the tire to a wheel and try it.
