Front derailleur issue

Front derailleur issue

I just took that video of my front derailleur. What happens is my chain rubs along the inside of my derailleur on both sides on the 3rd and 2nd gear. When i shift into my 1st gear on the bike, the tip of the derailleur goes into my tire threads(?) and it actually caused me to get into an accident two days ago and messed up my wrist pretty bad. I own a Shwinn S60DSX:
and the derailleur is a "Shimano Tourney"

Unless it's the camera angle, it seems that the FD is severely mis-aligned. The FD cage should be parallel to the chainrings. Loosen the clamp and reposition it parallel, with the bottom about 2mm above the chainring (use a quarter as a gauge), then tighten it in place. That will change all the adjustment, so you'll have to reset both the inner and outer limits, and cable tension.
Based on your post, I assume you've limited experience, so look up some tutorials on the net covering FD adjustment, (there are many, including some with video) and see if you can work through it, otherwise bring it in to the local shop for adjustments.
If the bike is fairly new, there may be other issues, so you might want to have someone give it a once over, since you've already hurt your wrist and don't want a repeat.

there's a few pics i just took. It clearly is severely misaligned and I'm not sure if its something that happened in an accident or whether it can get like that on its own.
