Flat spot on rear wheel, can it be fixed

I have a flat spot on my rear whell. I don't think it's too bad. I was riding Vittoria tires this summer and I didn't even feel it. When I put new conti GP3000's on I felt it. So it can't be that bad a spot but there is a flat spot it's not the tire. Can this be fixed?

Take it to a PRO wheel buider and he should be able to sort it for. Try an established IBD, (Independant Bike Dealer)
