Aluminum weld/frame issues?
When running new cables I noticed this rust colored spot, crack, anomaly, etc...? If the bike wasn't white I'm sure it would go unnoticed. There is no texture to area as it appears to be completely under the clear. Last I knew Al still doesn't rust, could it be a reaction with the paint to envir. somehow? The seat tube shows no issues inside. Any ideas as to what this actually is or what may have caused this.

Al corodes, but it results in white product. My guess is that this is a crack in paint that absorbed dirt from environment (even during manufacture). Check over time and if nothing changes, dont worry about it.

Probably a crack in paint or the body filler under it My guess is a hairline crevice and some of the oil or resin from the cable housings leached in and stained it.
Either way, I wouldn't sweat it. It's in the most overbuilt section of the frame, where even if there was a crack you'd get plenty of warning if it became a structural problem. In the worst case the seat post would act as a back up support member.
I'd touch it up as best I could, and get it "outta sight & outta mind" and ride this frame for another nine years.

Hard to tell, but might it be a discolouration of the paint caused by the brake cable rubbing? Doesn't look like a crack to me, but it is very hard to tell on the internet... mark the ends of a the crack with a permanent marker and check after each ride to see if it is growing.

I had a similar discoloration on my white suspention fork where the brake cable went through a clamp. I took some Blue Coral car wax and rubbed the spot out.

Aluminum oxide is white not red (rust) colored. Could most likeley be a stain from the outside.

Try buffing it out. If there isn't a difference, more likely to be a crack than housing rub.
