Why Is There Tape Here?

I got this set of handlebars for 50 cents at a garage sale.

Why did someone go to the bother of adding the tape that you see in the foreground? There is an indentation there, but I can't see the tape making the handlebars any more comfortable.

It's pretty standard to fill that back cable groove with something if it's not being used. They make a thin piece of rubbery stuff just for that, some use that or an empty section of housing, or a strip of bartape.

thats the Campag brifter groove, that got filled,shift cable behind the bar, brake in front.

On round bars the tape wants to gap there ,
something like a piece of cotton 'friction' tape helps keep the wrap from separating.

even then, I find comfort and cable routing much better if you loop the shifter cable to the front of the bars, instead of using the rear grooves.
