How do people measure RIMS?

How do people measure RIMS?
Hi, i do Bike Trials i currently ride a home made bike MOD.
i bought a new rim in France but i forgot to ask the guy whether it was 19inch or 20 inch!!! Plz dont say its 20 inch cos im not sure. How do people measure rims? do they measure from the outside edge or what? The rim itself is stickerless so i only assume its homemade from the guy i bought off. Do u know how rims are measured and if so what do i need? maybe a website explaining would help.
