how can i remove spray paint from a frame?

how can i remove spray paint from a frame?
i just bought a cheap ross and it has black spray paint all over it. i may end up just getting it sandblasted/powdercoated, but it looks like it might have a rad paint job underneath. how can i remove the spray paint without hurting the original paint?

You need an are restorer. Peeling back paint in layers to reveal what's underneath is both art and science. To do it with any assurance requires knowing what kind of paint each layer has so you can select a chemical which will attack one but not the other.
In all fairness, I doubt the Ross has any kind of special paint job underneath, though it's likely better than the home job. Most likely it's some kind of baked powdercoat or spray enamel. That could work to your advantage since baked finished are often more resistant than many of the home spray paints.
Buy a can of paint remover or paint stripper at the hardware store and try it in area and see if you get separation in layers. If so, continue working by sections. One key is not to leave the stripper on long enough for it to attack the lower layer, so work small areas, and rinse to neutralize the stripper before moving on.

You might laugh, but I have used strong coffee or flat Coke to remove Krylon paint before.
