i dont have brakes at my rear

my brakes is not disc brake. its clip! i only have front brakes.

You can remove the nut with pliers and move the spacers to give you clearence. You will need to replace the nut.

Ok, you have two issues:

1) The nut is rounded. Remove it any way you can, and replace with a new one.

2) Your brake pad isn't properly adjusted. When you replace the rounded nut, there should be washers underneath it. Move those washers closer to the side by the tire, and tighten down the nut so that the brake pad strikes the rim.

On the rounded off fastener, you should be able to use a hacksaw to saw a slot in it to use a flat bladed screw driver to remove it. Or vise grips would be another option.

Definetly go to the Park Tool link in jsharr's post. It'll give you complete instructions with pictures on how to fix your brakes.

I suspect from the video that your brake pads are totally worn out as well as not being mounted correctly. The way they sit to the inside of the rim is a clue that this is the case. You'll likely need new pads.

And replace the brake cable while you're at it. The one you have on there now is badly frayed and likely has more than one or two strands that are broken.
