SRAM Force rear shifting problems
 
I have a SRAM force 50/34 crank, FD, RD & two different cassettes, a Shimano 105 5700 11-28 on one set of wheels, and a SRAM PG1070 12-28 on the other wheels, and I use a SRAM 1091r chain.
Shifting is quick & accurate for most of gears I use, but problematic on others.
I spend most of my time on the 50t ring, using the 16-28 cogs. I use the 34t with the 16-28 as well, but not as much. When I try to go to the smaller rear cogs, I get poor shifting, especially while using the 34t front ring. I get hesitations shifting in both directions, and I have to double shift frequently to get the chain to move. At times, the chain jumps between gears on it's own, but again, only on the smaller rear cogs. It's a little worse on the Shimano cassette, but it's still bad on both.
It has always been like this.
How do I adjust this out?

Thanks for the tips.
So far, when I use the barrel adjuster, I can smooth out shifting with the smaller cogs, but then I have a problem with the larger ones.

BTW-I have Gore cables & housings.
