Building at home
so here's the deal, I had purchased everything i need finish my build. The last thing i had done is installed my cables , my brakes work but i can't seem to get my derailleurs to move when pressing on the shifters. any opinions on what i should do and if i missed any steps? also the chain is not installed.

With no idea even what type of bike this is (road, MTB, hybrid, ?) it is hard to guess what kind of shifters it might have (brifters, bar ends, down tube, triggers, grip, thumb) to give advice on what steps you might have missed.

Good close-in pictures of your setup, including closeups of the cable runs, would probably help more than any description could.

When you pull on the cables and "downshift" the shifters, do they release some cable? Can you move the derailures by hand?

I can fix it! Call me and hold the bike up to the phone.

I'll bet you didn't run the brifters down to the lowest position before securing the cables. So when you snap the button to release cable the cable just gets loose. Otherwise there's no reason at all for the deraileurs to NOT move. Try pulling sideways on a bare cable to add tension while snapping the brifter button that releases tension. I'll bet you end up with a really saggy cable. Adjust and you should be good.
