Need help adjusting Avid 5 mech disc brakes (pics)

All the instructions I've read say to turn the knob on the outside of the caliper to move the outside pad closer or further from the disc. What knob????
One picture shows the brake with the red cover installed. I don't see anything there to turn. The other picture shows the red cover removed. Underneath there is what looks like a bolt head. I put an 8mm wrench on that bolthead and applied sparing force. The bolt did not want to turn. It felt tight, not like an adjusting bolt should feel like.
The inner pad has a dial which moves the pad closer and further from the disc. The outer pad has me buffaloed. Any ideas?

Only BB7s have the adjustable outer knob. You do not want to play around with the outer nut on BB5s.

So what do I do? Move the position of the caliper until there is clearance between the outer pad and the disc? Then adjust the inner pad position with the inner knob?

Ahhh. Thank you. My repair manual didn't explain it so well.

It took me maybe 10 minutes to do the adjustment using those directions.
