WEll generally the size refers to where the weld meets the bottom bracket area to the top of the seat tube.

Actually, there are several ways that manufacturers measure frame size. The most common is from the center of the bottom bracket to the top of the top tube (center to top). Other common measures are from the center of the bottom bracket to the center of the top tube and from the center of the bottom bracket to the top of the seat tube extension. However you do it, be sure to indicate what measurement you are talking about.

The other key measurement is top tube length. Back in the olden days when all frames had traditional geometry, that measurement was from the centerline of the head tube to the centerline of the seat tube. Today, with the compact geometry designs, I've occasionally seen virtual top tube measurements provided which indicate what the top tube length would be if it were parallel to the ground.

Not really....... Depending on manufacturer, frames are measured center of bottom bracket to center of toptube along the seatube, center of BB to top of toptube or center of BB to top of an extended seattube.

Measure from the center of the bottom bracket (right where the center of the spindle is) to either the top of the top tube, or to the center of the top tube. Just indicate which part of the top tube you're measuring to. Look at a bike website like Specialized's or Trek's to see how they do their measurements.
