Sugino AT triple chainrings

I have two questions regarding chainrings for an old Sugino AT triple crank I recently cleaned up for a new build. The rings are 50-45-24 for a half-step gearing setup.

First question: does the beveled edge on the chainring teeth face in or out? I've gotten a range of opinions on this (e.g., in/out/doesn't matter). Can someone tell me "for sure"?

Second questions: is the 24t granny ring too small to use with a 45t middle? I've read that a 20-tooth difference is the max shift you can reliably do with a front derailleur.
