It takes minimal force to tighten the top cap bolt to the point where slack is removed. It sounds like you don't have enough spacers and so the top of the steerer is butting up against the top cap. There needs to be a 2-3mm gap between the top of the steerer and the top of the stem (or uppermost spacer if above the stem), so that the top cap can compress the headset before it hits the steerer.
