Won't Shift to Small Chainring on Triple

My wife's Giant FCR3, 8 speed, hybrid won't shift to the small chainring even with the L-limit screw as loose as it can go and the cable disconnected. Derailer height and angle seems to be correct. Suggestions would be appreciated.

A little more info needed. Is this a new or existing derailleur? New bottom bracket or the same one? Assuming the bike worked at one point, what changed?

A bottom bracket that's the wrong spindle width could cause this as could several other things.

Try loosening the derailleur mount and rotating it a bit so the back of the derailleur comes in a little closer to the frame.
