Quick question on tubes.

I'm in the process on placing a bulk order for inner tubes. Me and most my friends use 700x23c tire. I've always bought 700 18-23C tubes. I found a good deal on 700x 20-25C. But I'm unsure if there would be any issue fitting the 20-25C tubes on the 700x23c tires.

No problem. There's essentially no difference in those tubes when inflated

+1 The size differences you mention are insignificant. Tubes are quite tolerant of the size tires they are put in unless you go greatly overzize (say a 700-42 tube in a 700-23 tire) or greatly undersize (the reverse) they will work fine.
