Drift punch and a hammer. Go slow, working your way around the circumference of the race. If you push it too far off-kilter you run the risk of cracking the race.

On some forks it'll be hard to get behind it with a punch, so here are plans B and C.
Plan B- Park makes a tool that forces two wedges behind the race and pulls it off. It's prohibitively expensive for home use, so you might want to pay a dealer a few dollars for the job.
Plan-C I force an old clam shucking knife (sturdy blade made for wedging) between the race and fork, and tap it to wedge the race up enough to get a sharpened screwdriver blade under it. Then I use an old screwdriver that I bent into a mini crowbar to pry it up by degrees working my way around the fork.
