It looks like a Sunlite that I have but I can't find a link.

You can mount it with brakes installed.

I don't know why you're asking, but one thing to keep in mind is that these racks are only made for light loads. All the weight and any shock load from bumps is carried on the brake bosses, which aren't designed for that. Also the weight is cantilevered well forward of the bosses, so there's a significant banding moment on them.

The rack itself is built pretty heavy duty so it's looks can be deceiving in terms of what is a safe load.

What kind of rack is this?
It's the kind that mounts onto V /cantilever brake bosses.

Make sure all 3 mounting points are used , the center one to the fork crown
is hard to see,
it takes a lot of the load, wanting to bend the bottom struts.
I hope they installed it .
