Fork rake clearance question

Fork rake clearance question
Through doing some searching through this forum, I've found a few great links explaining how fork rake is the angle from the headtube to the front hub, and that each frame only has one 'neutral steer' rake angle.
assuming what I have just said is correct, would one run into clearance problems with oversteer rake angles? for example, the frame i'm building up says it's for 43 degree fork rake offset. If i get a 40degree fork, could the wheel be too close to the front of my pedal stroke when I turn?

Ive seen very few frames that were that close to worry with. It will alter the handling for sure. If anything, I prefer to go the other way.
