Suntour FD w/Housing Push hard to shift into small chain ring

More details. ~1983 vintage Santana tandem. Mostly likely original Suntour FD and Sugino triple tandem crankset. 32-42-52 chain rings. The FD is a cable housing push (tension for smallest chain ring, release for largest) instead of a cable pull design. We have a really hard time shifting from the center ring to small if/when there is any tension on the driveline. Ideas?
