KEO Pedal adjustment

Quick question, my brother has a pair of KEO pedals and he would like the pedals to have more of smoother rotation due to trying to place his shoe in the cleat when starting. It seems for him that that keo pedal doesn't rotate as smoothly say such as my campy pedals.

Is there an adjustment for the keo pedal?

There is a spring tension adjustment screw on some Keo models, but if it's a Keo Easy there's no spring tension adjustment. A worn cleat can cause problems, too, perhaps that's the problem.
