stem and fork wiggle
 
I've tightened the bolt on the stem, but there is still a considerable amount of wiggle in the headtube. caad10-4. whats up?

Threaded or threadless headset?

I assume it's threadless and you didn't adjust the top cap bolt before tightening the stem's clamp bolts or your steerer is too long or spacers too few and don't leave a suitable gap below the upper edge of the stem or top spacer.

Put them back on. They're on there for a reason.

They're on there to assist in applying preload to the headset. There is no other reason

They do permit sizing if you leave your steerer long but they also position the stem so it's upper edge is above the top of the steerer by 2-3 mm. You must have that gap to allow the top bolt to compress the stem down to preload the headset. Either place enough spacers ABOVE the stem so it forms a gap or cut the steerer down to compensate for the removed spacers.
