Shimano Training Program

Hi everyone, I have a quick question.

I recently became aware of a training program Shimano runs with bike shops that trains prospective mechanics. While it makes sense that shops would only offer this training to employees or future employees, I am curious whether or not one can train in this program without emplooyment?
