single pivot brake action

I bought some shimano 600 6400 series brakes and I noticed when I apply the front brake the brakes flex forward a little as they grab the wheel. Is this normal?Fixable?Or a sign the brake is shot?

There's play and there's flex. Play can be adjusted out via the front cone and locknut. Try to get it to as close to zero as possible while still allowing free movement of the arms. (remove rubber plug to access hex hey head). BTW if this is the internal spring version made for them by Dia Compe (no spring behind the arms) Do not take it apart, It's very difficult to reassemble afterward.

Some flex in the arms themselves is normal for any caliper brake, and the longer the reach, the more you'll have.
