How have they been stored? If kept in a cool place, away from electric motors (ozone producers) and out of bright light, they should be good for many years.

Yes, rubber will degrade with nothing but age. However it's easy to test each tube so don't fret over it but do verify. Andy.

I store mine in a baggie and a little powder.

I also carry them my spares in a baggie and light powder.

I stopped with a partner that need to fix a flat on the road. He had so much powder onhis spare that when he pulled it out, I thought the fog was rolling in!

Yes, they are easy to test. Overinflate the tube until it's 1.5 to 2x its uniflated diameter. If it holds air and there's no visible degradation of the rubber, it's good.

Typo or litigious cyclist?

Butyl tubes have a decently long shelf life, so even 5 years isn't too much. The tube most likely to dry out is the one you carry in your bag for a long time, but even there 2-3 years is still OK (usually).

Several years ago I had stored several folded and patched tubes in my garage. In a years time they had developed big holes where folded. Since then I've stored folded tubes in a closet inside the house. No more problems. I suspect the problem in the garage was ozone.

So the ozone hole in the upper atmosphere wasn't due to CFCs after all. You were hogging it all. Please let it all out so we don't have to use as much suntan oil.
