1" to 1 1/8" quill stem shim?

Is there a product or a safe way to shim a threaded headset/fork that takes 1 1/8" quill stems to take a 1"? The bike is an old beater Trek that I picked up at the Goodwill to rehab, and it didn't occur to me that it might take an odd sized stem.

Get a Quill to threadless adapter .. 1 1/8" threaded forks have a 1" ID. (1" forks the ID is 7/8")

then get a threadless stem .. and a 1" to 9/8" shim for it. (16th" thick)

Just buy the right stem. Should not be very expensive (cheaper than buying an threadless adapter and threadless stem) and safer than shiming.

if you have access to any old junk bikes
that use a 22.2mm stem
and a hacksaw
you can make a shim in two cuts
one to cut a peice of steerer tube to length
and one to cut a slit in the bottom of the length you cut
