My local roads had some mighty flaws which I reported and they responded fairly quickly, now instead of pot holes we have gravel.

Fife council are pretty bad at potholes. I have written them a letter though.

Around here about the only way to get potholes fixed, is to sneak out at night and dig them a bit deeper. When a few cars dent rims, especially if one is a police car they get more motivated to deal with it.

The problem is that it is at the edge of the road so cars don't hit it. Only cyclists.

Maybe some theatre is called for.

Scrounge up a badly dented front wheel, maybe even a bike with a bent fork. Use a bit of red dye on your face, knee, elbow, or wherever you feel makes sense. Arrange the bike and your made up body near the hole is a realistic post-crash pose and have a friend take a few photos to send to the council.

BTW- make sure no passersby call for an ambulance or police because that might elevate it to a criminal act.
