700c Tange Fork headset bearing spacer???

Probably a stupid question but I need help regardless. I'm trying to replace the fork on my bianchi sport sx, and I noticed that the fork I ordered doesn't have a "spacer" near the bottom of the steerer like the original Tange fork. Can anyone tell me if this is removeable or where I can find a replacement black or chrome fork in the same style? Below is a link to a pic of what I'm talking about. There's a green arrow pointing toward the "spacer" I've mentioned.

To me, that looks pretty much like your basic crown (bearing) race. Part of the headset.

So is it removeable from the fork pictured? I tried removing it but it seems to not want to budge. Would you happen to know where I could get this piece for a 1-inch threaded fork?

Bikes: '''96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '12 Surly Pacer, All are 3x8,9 or 10. It is hilly around here!

The crown race on your original fork is removable and can be installed on your new fork. The crown race must match the rest of the headset and is not a generic part. Also, they are typically a very tight friction fit.

Removal and installation is best done with specific tools and a bike shop will do the job at low cost. There are home-brew ways of doing this job but, unless you are familiar with the procedure, let the shop do it.

Yes, it's removable using a tool like this:

Any decent shop should have this tool. If you're inclined to do it yourself but don't want to buy the tool, careful work with a hammer and drift punch will knock the race off the fork. Just slowly move the punch around the race so you don't drive the race off crooked, which may crack the race. The race is specific to your headset model so swapping in a race from another model headset won't necessarily work. Parts like this used to be available separately, but this is no longer the case. If you break your race, you'll likely need to replace the whole headset, so be careful.
