Shimano RD-4600

Can anyone tell me the maximum sprocket size for the RD-4600? I'm using a 11/25 10 speed sprocket, but want to replace with the CS-4600 12/30. I assume since both are Tiagra 4600 I can do this, but the Shimano Tiagra page shows maximum sprocket size for the RD-4500 9 speed as 27T.

Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

Shimano can tell you. Their tech document for the RD-4600 says a 30T max for both the SS and GS versions of the derailleur. Look here:

My RD-4600 works just fine with the 12-30 cassette on my bike.

I really wonder, do you need to change the chain when you go 11-25 to 12-30?

If the chain is correctly sized for 11-25; you only have to change or lengthen the chain if you do NOT want to destroy your RD when you shift into the big-big combo. The destroyed RD is likely to wrap around a few spokes at the same time, which will end your ride.
