Problem after cutting my steerer tube

A few weeks ago with the help of several of you here I cut my first steerer tube. Things went so well that I decided to cut down the tube on my other bike. After I put it back together and I tighten down the top bolt into the headset it gets so tight the I can't turn the wheel. But if I loosen it just a little it gets so loose that the tire and bars move independently.

What am I doing wrong? The star nut was pretty close to the cap so I knocked it down a few mm but the problem is still there. I might have another mm or two I can knock the star nut down and still reach it with the screw but I don't really know if that is the problem

I'll bet a bottle of chain oil against a beer that you assembled the headset wrong. Most likely a bearing or bearing retainer is upside down. Pull it apart, and assemble in two steps, first the fork in lower bearing, then adding the upper bearing and top cap or race, checking each time to make the fork spins smoothly when you load with hand pressure and turn.

Thanks, where do I send the beer? ;-)

Seems like the bottom bearing was upside down. I didn't think that would matter because it looks the same on both sides, but apparently it matters
