frame repair - need advice

I have a Lotus road bike (chromoly frame all around) where the weld on down tube and the drop below the seat has cracked and detached due to usage on an old nashbar trainer (bolted the frame down to hard to the base).
I essentially have three questions:
1. Can this be welded inexpensively?
2. Is it safe to to so
3. Where can i have this done?
The bike may not be worth much (cheap components ) but I logged alot of miles and it has sentimental value.

I'd like to help but I have no idea what kind of damage has occured here. Please explain more clearly and post a couple of photos and I'll take a shot at it.

You would want a frame builder\ welder to do it. I'd not just go 'any Joe Tig'.
They need to know the amount of stress involved, and correct weld bead penetration.
I am to have gussets welded to my chromoly, the person doing it as a cyclist and master welder. No way i'm playing with my life like on repairs...if my gussets don't work it'll fail slowly, that front tri>tube snapping twice might be your death!
My welders in Vic, Can. I doubt of use...their is a 'mailing list' type forum for framebuilders I've seen..sorry, no link. Try BF search 'framebuilding'.
Perhaps you can find a person in your local who is welding.

THanks for the info...im with ya on the dangers of a bad weld. my other (expensive) hobby was early 70's muscle cars, and if a weld/bolt failed, i at least had 2-3K lbs of steel around me..
i'll search out a frame welding epertise in my area...im in cleveland ohio, so i may have to go aways..

OK.,,I did not use the correct terms so heres another explanation since my dig camera is on the fritz..
The weld on the right seat stay has broken away from the seat tube..
Let me know if thats enuff info..

If the problem is simply a separated braze joint, it probably can be repaired safely, but definitely give the task to a good bike frame builder.

Broken seat stay joints are the easiest repair of all
In Cleveland call Joe Bringheli. He's kind of gruff on the exterior but is one of the true sweethearts in the framebuilding business. He's american distributer for Dedacciai tubing and lives down in Parma. Tell him Ed Ness recommended him.
