Need help lowering handlebars

I have an entry level Trek 800 Sport that I can't seem to make the handlebars lower, or even move them at all, I untightened all the nuts, and removed the long hex bolt from the top, and still nothing, can someone help me out here?

I got it, it was just really super struck.

That's a quill stem if it still the stock piece. Chances are it wasn't greased properly and the two parts rusted together (both items being made of Hi-ten steel it's no wonder). Thread the long bolt back in untill it's flush with the top then take a rubber mallet and strike the top where the bolt is. If this fails to loosen it you'll need to attack the problem by chemical means. PB Blaster Liquid Wrench etc.

Since you got the quill out and adjusted the height, remove it and apply some grease to it to keep it from seizing.
