They are "pricey" because they are specialty tools and the sales volume is modest. The cost is in good materials and good manufacturing tolerance accompanied by limited distribution and sales.

Yes, a cut-off wheel in a Dremel works well as testified to by several posts above. An electric drill doesn't rotate fast enough to do a smooth job.
