10-speed Sram Rival drivetrain, RD wont stay in biggest sprocket

Morning all,
Ive set up a CX bike with 50-34 crankset and 12-28 Tiagra rear cassette, Sram Rival RD FD and STI shifters.
The shifter ratchet wont stay in the biggest sprocket, it clicks back onto the 2nd biggest. The tension is really high on the shift to biggest sprocket.

The L limit adjustment screw is correct, I can push the RD beyond the 28, it has enough travel.
The B-screw is would all the way in.
The chain is long enough.
The cassette has a 10-speed spacer behind it.

What am I missing?

Perhaps the SRAM rear derailleur isn't compatible with Shimano STI brifters?

Fixed it.

The derailleur was sitting very slightly outboard.

I now have 20 gears.

Rejoice.

(the drivetrain has Rival STI shifters, so SRAM)
