Question about these two Shimano Brake Cable/Housing Sets

So the weather is getting nicer, and after riding in salt/snow/slush all winter, I plan on replacing the shift and brake cables for the summer. I already have the PTFE Shimano shift kit, and and I was looking at the respective brake kit, but noticed the PTFE version only includes 2 ferrules for the housing, where the standard brake set contains 4. Can anyone explain why the PFTE version would only come with two? Are they installed differently, or do you not need ferrules at certain locations with these? Upon looking at my bike, it looks like I actually need 6 ferrules, but obviously I'll just reuse the old ferrules. More curious than anything.

Both versions looks complete. One is for one housing so 2 ferrules, and other is for 2 housings so 4 ferrules.

I like to buy in bulk. That is what I bought last time I believe for my hybrids and MTB bikes Amazon.com: Shimano SP51 Shift Housing (Black, 5-mm x 25'): Sports & Outdoors . You can buy one for road bike also. You still need to cut it, so don't forget to get housing cutter if you don't have one yet.
