has to be some missing component of a Rube Goldberg contraption. I searched and couldn't find any images like it.

Maybe it's a generator, you spin the wheel and the "motor" produces current.

It's a bicycle wheel mounted on a fork, clamped into a Christmas Tree stand, with a industrial grade motor (you can tell by the thick cable and plug - that's not your mothers sewing machine motor).

What voltage is that plug designed for anyway?

Looks like an UK plug to me. 240 Volts.
But the cable thickness seems excessive. Either it's not original, or it's double-insulated for mobile applications, or it started life as a low-volt, high-power machine.

It looks like an old sewing machine conversion motor to me. New cord is added (electrical taped) on. A shop grade 120volt 20amp plug.

The Motor is a Dayton Brand( 115 volts/ 1/15 hp/ 5000 rpm. )
The cord on this was broken but I fixed it. (Looks like it was the Original cord that was on it at first .)I
plugged it in and the wheel spins fast ! A bit noisy thought..

And there's a key difference between British thinking and Yankee ingenuity.

In the UK you have to scrounge up 3 1/4" ball bearings. Here you only need a penny.
