Question on stems

Hello,

I've been having a bunch of problems finding a way to fix my bike.

It started when I bent my handlebars. So, I got some new ones. However, they were 1.5" instead of 1 1/8". So, instead of returning the handlebars and getting new ones, I bought a new stem. The stem was 1.5", and fits the handlebars nicely, but the clamp is way too big, and won't fit on the front forks. Is there an attachment that allows me to attach the stem to the forks? or do I need to get yet something else...

Which part of the handlebar is 1.5"?

Stems will have a bar clamp size and a steerer clamp size.
Common mtb bar clamp sizes are 25.4 mm, 31.8mm and 35mm.
Steerer clamps can be 1-1/8", 1-1/4" or 1-1/2"

My clamp size must be 25.4 then. Is there any way to make a 25.4mm bar fit a 31.8mm stem?
