No need to take anything apart to check. It's clearly a threaded headset as evidenced by the hex head top bearing and locknut. The threadless stem is attached to an adapter of this type.

+1... probably a quill 22.2 to 28.6 adapter under that threadless stem.

My guess is threaded with threaded to threadless adapter, but that's just a guess and probably a bad one at that.

Ah, that would explain it - I was wondering why it had a locknut. I'd like a quill stem so that's good news. Thanks everyone!
